Michael Hartmann
The Honourable Mr. Justice Michael Hartmann, is responsible for constitutional and administrative law matters at the Court of First Instance (trial division) of the High Court, Hong Kong. He qualified and practiced in Zimbabwe before moving to Hong Kong in 1983. Prior to appointment to the judiciary in 1991, Justice Hartmann worked as counsel in the Hong Kong Attorney General's Chambers, specializing in international criminal law. Since appointment he has presided over numerous judicial review hearings related to the Executive's handling of claims made for refugee status and related claims such as claims made under the Convention Against Torture.
