Katelijne  Declerck

Justice Katelijne Declerck has worked almost exclusively in the area of legal protection of refugees since 1979 while in Thailand during the South East Asian refugee crisis. After one year at UNICEF, she returned to UNHCR from 1981 till 1993, when she was appointed judge in the Belgian Appeal's Commission for Refugees. Currently, she is vice-president of The International Association of Refugee Law Judges.

Dirk  Vanheule

Mr. Vanheule (LL.M. Univ. Gent, LL.M. Univ. Toronto, Dr. iur. Univ. Antwerp) is a Professor of law at the University of Antwerp in the field of administrative, constitutional, migration and asylum law. He is co-president of the Antwerp Centre for Migrants Studies. He also practices law with the firm of Storme, Leroy, Van Parys in Ghent. In 1997 he published 'Who Is a Refugee ? A Case-Law Study' with J.Y. Carlier et al. (Kluwer Law International, 1997).
